Functions & Responsibilities
The Professional Standards Division serves as the foundation of integrity for the Farmington Police Department. Composed of one Lieutenant, two Internal Affairs investigators (Sergeants), and a dedicated Use of Force investigator (Sergeant), this unit provides the oversight necessary to preserve public confidence. By maintaining a transparent and rigorous system of accountability, the division ensures that the trust placed in us by the community is never compromised.
Internal Affairs: Accountability and Integrity
The internal affairs function is dedicated to the thorough and impartial investigation of all allegations of misconduct. This includes both externally generated complaints from the public and internally generated complaints identified by department supervisors. We believe that a professional police department must be willing to look inward with a critical eye. Whether investigating a policy violation or a civil tort claim, the Professional Standards Division operates with total fairness to ensure that every employee is held accountable to the law and our high departmental standards.
Specialized Use of Force Review
A key pillar of this division is the specialized review of every response to aggression (use of force) within the department. Our dedicated Use of Force investigator scrutinizes every incident, conducting a comprehensive analysis that includes a full review of all body-worn and in-car camera footage. This modern, tech-driven approach ensures that every encounter is evaluated for compliance with policy, safety standards, and our department's commitment to the preservation of life and professional restraint.
Continuous Improvement through Inspections
The inspections function involves proactive, periodic reviews of our entire operation. These inspections provide the Chief of Police with an honest assessment of our performance to drive continuous improvement across the organization. This includes detailed annual analyses of:
- Motor vehicle pursuits and internal affairs activity
- Bias-based profiling complaints
- Personnel grievances and our early identification system
- Evidence and property storage systems
These reviews allow us to identify our strengths and, more importantly, pinpoint where we can improve our training and procedures to better serve the Farmington community.
